Let the truth be told here! This place is an absolute failure and a poor example of Section 42 IRS Code Low Income Housing Tax Credit Property and Affordable Housing Units. It is managed by Habitat America LLC, Regional Property Manager is Jennifer O'Dell. The builder was Hamel Builders, Inc. of Elkridge, Maryland. Jelani Whitt is the Asset Manager for this project at DC Housing Finance Agency. Patricia Godwin is the Compliance Monitoring Specialist at the Department of Housing and Community Development for the project. DCRA is responsible for Code Violations. Inspectors from the DC Housing Authority inspect units in the Housing Choice Voucher Program housing and maintenance code violations. There are two IREM Members managing this building and one lives on the property..Problems: The building passed with Building Code Violations! The building was poorly built showing signs of a failed Stormwater Management System; shoddy work, uncompleted work, poorly installed windows, HVAC system, subflooring, carpet, plumbing, and electrical work. There are faulty Non Energy Efficient appliances that are never serviced and inspected properly.There is construction dust left in the HVAC System, and the Stove Exhaust Fan housing. The electrical outlets zaps power cord appliance when plugging them into the outlets. Turning on a light switch shoot out electrical sparks cracking the faceplace and leave a singed smell. There is super dust accumulation, insect infestations, odors, lack of proper daily cleaning and vacuuming to the 2nd and upper floors, dirty stained carpet, and filthy return air vents in common areas. There are Indoor Ar Quality issues here. Substandard laundry equipment that breaks down and catches on fire! The Laundry Room is leased out to FMB Laundry Service which does not provide good maintenance to their equipment. My clothes never come clean! Whites will never see white again due to a lack of water in the front loader washers.! There are also outrageously Electricity Bills, due to NONE of the appliances are Energy Efficient. I freeze in the winter and Burn up in the summer. I can't use my heat or AC because the inside housing of the heat pump is full of DIRT, RUST, MOLD and dirty finns.My bathroom Exhaust Fan Vents blows out air, dirt, dust and fiberglass insulation back into the living space, causing me major breathing problems. There is a large opening around the exhaust fan vent where the opening was cut too large where air is blowing into the living space. Too many tenants have loss their lives after moving here. About 20 tenants have died after moving and living here at Victory Square Senior Apartments. DON'T EXPECT ANY PEACE OR PRIVACY!THE BUILDING IS NEITHER INDEPENDENT LIVING NOR SMOKE FREE AS THEY CLAIM! Management team lack knowledge of true building management.The building is a WATER DAMAGED BUILDING! So expect to get sick and become disabled, lose your job if you work and then lose your personal belonging through an eviction! This is truly not a place you want to call home! There are a magnitude of problems that exist here and there is very little help for the tenants affected. You can't trust the Victory Square Tenant Association President to help you, because she/he are only out for themselves. They get the 'PERKS' of Smoking in their unit; People living with them; Using the Laundry Room outside the posted hours; not addressing problems with Corporate; Controlling Victory Square's Property; Harassing other tenants; and the list goes on and on.I personally had to clean the corridor where my apartment is located, because it was not being cleaned daily by Habitat's full-time employee, after the part-time contractor was replaced. Many of the tenants either use Alias or nicknames and you know WHY!. There are retired DC Government workers living here from the DC Public Schools and DCRA Inspections Department.View videos on 'Youtube' by searching the property name 'Victory Square Senior Apartments.'

I have Resided @ victory square since 2012 & have enjoyed my stay. Managment has been like family to me including the maintenance staff. If I had any issues with my unit or around the property, they have been on it. Thanks Angela,Ketu,Sam & John. Keep up the good work....
